Tractor? Boat? What is this Thing!?

Is it a tractor or is it a boat? We can’t really figure out what this thing is or why it’s around but the cool factor is most definitely still there?

We’ve seen a lot of home made contraptions. Most have an obvious point, but we can’t, for the life of us figure out what the intended purpose of this water based lawn equipment is.
